A ground-floor unit backs up while upstairs units drain fine
What it points to: The blockage is low in the shared stack or in the building drain, and the lowest unit is the first place the water can escape.

Shared drain stacks and water risers, unit air conditioning, water heaters and turns for Mesa apartment communities, handled with tenant notice, access and records in order.

In one sentence
Apartment plumbing and HVAC is the repair and maintenance of a multifamily building's shared drain stacks, water risers and building drain, plus each unit's fixtures, water heater and cooling equipment.
Reading the stack
Garden-style and mid-rise apartments stack kitchens and bathrooms so floors share one drain stack and one water riser. That saves construction cost and makes the building behave as a column, which changes how every call is diagnosed.
A blockage low in the stack backs up into the lowest unit first, even though that tenant did nothing to cause it.
A leak or a valve replacement on a riser can mean shutting water to every unit on that column, so notice goes to all of them.
Where they exist, isolation valves on each floor shrink an outage from a column to a unit. Many older buildings lack them, or they no longer close.
Water from an upper unit shows up in the ceiling below, sometimes two floors down, so the visible stain is rarely the source.
Each apartment usually has its own system, so a cooling complaint is one unit's equipment, but condensate from an upper air handler can still leak downward.
Every stack joins a building drain under the slab. When several stacks slow together, the restriction is downstream of all of them.
Reading the building
One fixture misbehaving is a fixture. The same complaint arriving from several places, or on a schedule, is the building telling you where to look, and it is the most useful thing to describe on the call.
What it points to: The blockage is low in the shared stack or in the building drain, and the lowest unit is the first place the water can escape.
What it points to: Water is traveling along framing or a chase from another unit, sometimes from two floors up. The stain is rarely the source.
What it points to: A restriction or a partly closed valve on the riser that feeds that column.
What it points to: The heaters were installed at the same time and are reaching the end of their life together.
What it points to: A clogged condensate drain or an overflowing pan on the upper unit's air handler.
Seeing more than one of these?
Say which ones on the call. Two patterns together narrow the cause faster than either alone.

The sequence
Step 1
Identify which units share the stack or riser before deciding where the problem is.
Step 2
A riser repair can mean water off to every unit on a column, so notice goes to all of them.
Step 3
Clear the stack, fix the riser or replace the valve, rather than treating the unit where the symptom appeared.
Step 4
What was done, which units were affected and what was recommended, for the property file.
Worth knowing before you call
Apartment buildings save construction cost by stacking kitchens and bathrooms floor over floor, sharing one drain stack and one water riser. That design makes the building behave as a set of columns, and it changes how every plumbing call should be diagnosed. JB Water & Air handles multifamily plumbing under Arizona ROC #260511, CR-77, and unit air conditioning under ROC #341937, CR-39.
When the lowest unit on a stack backs up, the tenant who calls is usually not the tenant who caused it. Waste from every floor above passes through the stack, and a blockage low in the stack or in the building drain forces water out at the lowest opening. Clearing that unit's fixture does nothing. The work happens in the stack or the building drain, and the commercial drain and sewer page covers how those lines are cleared and inspected.
Leaks travel the same way in reverse. Water from an upper unit can run along framing or a pipe chase and appear in a ceiling one or two floors down. Leak detection narrows the source before anyone opens a ceiling in the wrong unit.
Water risers feed each column of units. A leak or valve replacement on a riser can mean shutting water to every unit on that column, and in older buildings without working floor shutoffs, to the whole building. Every unit affected needs notice under A.R.S. 33-1343 unless it is an emergency. Adding isolation valves when a riser is opened makes every future repair smaller.
When an older building's supply piping keeps failing in different places, the question becomes replacement rather than repair. Repiping in an occupied building is planned unit by unit, with water restored each day.
Most garden-style apartments in the East Valley have a water heater and an air conditioning system per unit. That makes failures individual, but it also means equipment installed together tends to fail together. A building that records the age of every heater and condenser can plan replacements across years. The property management page covers how work orders and records are handled across a portfolio.
Upstairs air handlers also drain condensate. When that drain clogs, the overflow lands in the ceiling of the unit below, and it looks like a plumbing leak. Clearing condensate drains before summer prevents most of those calls.
