What the report usually means

Airflow is weak at the vents

Start with the filter and the return. Weak flow with a clean filter moves the question to the blower, the coil or the duct.

It runs but the air is not cold

This separates a system that will not start from one that starts and fails to cool. The question becomes airflow, coils or refrigerant circuit.

Contactor
